Development is a subject matter, which continuously attracts interest of the academics, development professionals, administrators, non-governmental organizations and also donors. In our country, during the last five decades efforts have been made to improve the people through various strategies and development programmes. The experiments made also include shift in the approach, design of intervention and organizational framework to initiate the process of sustainable development and welfare activities in the society. Over a period of five decades, we have experimented and also learned in the field that enlightened us on many issues. we have realized that , unless the capacity of the people is enhanced, they cannot absorb the development and its impact. In this process people need to be enabled to have access and effective participation in development as well as in welfare activities. Hence, the focus of the Government and Non-Government efforts shifted towards the capacity building of people for sustainable development.
