India has one of the biggest education systems in the world with huge network of government and non-government Pre-Primary, Primary and Secondary Schools. In respect of Higher Education, the country has more than 300 University level institutions viz., singel, dual mode which include central and state universities, deemed-to-be Universities, instituttes of national importance, Open Universities, above 14, 000 colleges, 9 million students and 0,4 million teachers.Managing such a huge number of educational institutions for human resource development is a challenge for the policy planners and educational administratiors.
