He holds an M.S. in technology and policy from the Massachusetts Institute of Technology and an M.S. in electrical engineering and B.S. in mathematics from the Worcester Polytechnic Institute. Speights is the Public Safety Program Manager at the National Telecommunications and Information Administration. He has a B.S. in General Engineering at the United States Naval Academy. John R.
