The Indo-U.S. Civil Nuclear Deal -- July 2005 is an epochal event setting the stage for India's tacit admission into the elite nuclear club of "Five". While opening the doors for India to the global nuclear energy market, the Deal will have far-reaching impact on regional as well as international relations. Some as China and Pakistan could see it detrimental to their security interests. Others as France and Germany, acknowledging India's rising power, have preferred to engage it. Within the two nations, India and the U.S., the opinions have been sharply divided. The U.S. non-proliferation community has attacked President Bush for opening a Pandora's box by cooperating with a state which possesses nuclear weapons but is non-signatory of the NPT. In India, concerns of sovereignty have overshadowed the sizeable gains accruing to the country in its quest for energy sufficiency. The articles in the present book place the entire debate on Indo-U.S. Civil Nuclear Deal in perspective by examining the background which led the Bush Administration to propose a change in the nuclear rules in favor of India, the range of deliberations that have followed and the final stages awaiting formal recognition. An attempt has been made to cover both the objective and subjective factors which have driven this nuclear debate. Author Biography
Brig (Retd) Rahul K. Bhonsle is an alumnus of the Defence Services Staff College, Wellington and Army War College, Mhow. He has served with the Indian Army for over three decades. He was on the Chinese Front in 1986, and successively operated at the Line of Control in Jammu and Kashmir from 1989 onwards. He served in the critical Kargil Sector during Operation Parakram in 2002. Besides having a distinguished military career, he has to his credit a large number of books and articles published in professional journals, leading magazines and national dailies. His latest release India Security Scope 2006: The New Great Game has been well received by readers. At present he is running an independent research agency, Security-Risks.com, which is providing strategic risk and knowledge management services through its website, www.security-risks.com. ***Col Ved Prakash was commissioned into the famed Sikh Regiment of the infantry arm of the Indian Army in 1957. He served as Commanding Officer of an Assam Rifles battalion deployed on Indo-Burma (now Myanmar) border in the 1970s. He had two tenures in Ladakh in 1980s. He took part in 1962, 1965 and 1971 Wars. He has authored three books: Intelligent Ways to Enter the NDA, The Samba Spy Scandal and Indian Army in Sri Lanka. His forthcoming books include Encyclopaedia of North-East India, Vols. 1-5. ***Dr K.R. Gupta is a well-known economist and an expert in the field of International Affairs. He has published a large number of books, among which, Reform of the United Nations, 2 Vols., Studies in World Affairs, 2 Vols., Global Terrorism, India-Pakistan with Special Reference to Kashmir, 4 Vols. and Selected Documents on Nuclear Disarmament, 4 Vols. deserve mention.
