The Sceheduled Castes and Scheduled Tribes are disadvantaged both socialy and economically although they have been well protected and secured by constitutional provisions and enactment and State governments have implemented several poverty alleviation programems during different plant periods. Realising the shortcomings of the poverty alleviation programmes the central government has adopted certain special schemes separate for the scheduled castes and scheduled tribes. About Author : Professor S.N. Misra (b. 1944) received MA degree in Economics from Allahabd University in 1966. He was Lecturer in Economics in Utkal University, Reader in Berhampur University and Professor of Economics in Nabakrushna Choudhury Centre for Development Studies. His areas of specilization are Monetary Economics, Institutional Finance and Development Economics. Under his guidance 10 scholars have been awarded PhD degree.
