His writing focuses on various aspects of the Indian economy and its policies. Jalan was born in 1941. He attended the Presidency College in Kolkata, India. He later studied at Oxford and Cambridge. He held various prominent advisory as well as administrative positions with the Government of India. He served as the Governor of the Reserve Bank of India between 1997 and 2003.
