Author Biography
Dr V Gaurishanker (1921-2006) was born in Vellore where he completed his schooling before graduating in Economics (Hons) from the University of Madras. In 1948, he joined the Indian Revenue Service where he held the positions of Secretary to the Central Board of Revenue, Secretary of the Income Tax Investigation Commission, and Secretary of the Direct Taxes Reforms Commission. He was closely associated with, and made major contributions to, the drafting of the Income-tax Act, 1961. He was transferred to the Indian Audit & Accounts Service where he established the Department of Revenue Audit (Union and States). He was member of the Venkatappiah Committee on Central Excise Reforms, member-secretary of the Commission of Public Expenditure, and worked in the Economic Administration Reforms Commission, headed by the late Shri L.K.Jha, which made far-reaching recommendations for bringing about fiscal and economic reforms. Dr Gaurishanker obtained his degree in law from the Faculty of Law, University of Delhi, in 1974, and later completed his doctorate in International Economic Law from The Jawaharlal Nehru University where he became a Visiting Professor in the Centre for Legal Studies. He joined the Supreme Court Bar in January, 1980 and made immense contribution to the development of tax jurisprudence. The apex court, in recognition of his merit, designated him as a Senior Advocate in 1984. He represented the Revenue in many leading tax matters in the Supreme Court of India until 2002. Dr Gaurishanker authored many articles and books and was the revising author of the highly acclaimed book, Customs Act by T P Mukherjee. Dr V Gaurishanker was a multi-faceted and multi-splendoured personality and was one of the founders of Shanmughananda Sangeetha Sabha, New Delhi, which promotes classical Indian dance and music. He was one of the founders of Adi Sankara Advaita Research Centre, Chennai, which was established for the promotion of Vedic Studies. He was also associated with various religious and philosophical institutions, and was Executive President of Ramana Kendra. He was the editor of Ramana Kendra's magazine Direct Path, and his book, Mystics and Saints of India, was published by the Kendra in 2005.Sri Saikumar, learned advocate and son of Dr Gaurishanker has earned our gratitude by giving us an opportunity to publish this book.
